King's Harbour Master Portsmouth

LNTM No 34/19

1. NOTICE IS HEREBY GIVEN by the Queen's Harbour Master Portsmouth that on Saturday 8 June 2019 a pyrotechnic display will take place at 2200 from two Baker Trayte barges manoeuvred by small workboats (Uncle Bill and Voe III) located approximately 300 metres off Southsea Common at the end of a concert taking place on the Common at 2200. It is expected that the firework display will last approximately 16 minutes.

2. Mariners are advised that for safety reasons, the Main Channel will be closed during the display from 2150 to 2225 with an exclusion zone of 200 metres established around the position of the barges, the exact position being determined by the weather conditions on the day but is likely to be in the vicinity of 50 46.9N 001 06.1W.

3. The perimeter of the exclusion zone will be patrolled by several QHM and Hampshire Police craft. These craft will be marked by blue flashing lights in addition to normal navigation lights. Their role will be to ensure the exclusion zone is clear of all vessels not directly involved in the fireworks operation. Other harbour users are to obey their directions and leave the exclusion zone when requested to do so. All patrol craft will monitor VHF Channel 11 and 13.

4. The barges serving as the launch platforms for the firework display, will be loaded and prepared initially in the Town Camber and then on the Outer Berth Jetty (OBJ) at Gunwharf Quays Marina. There is no exclusion zone during the preparation phase, but mariners are requested to keep clear from the barges during this period.

5. Prior to the display, the barges will be manoeuvred into position from 2130, and marine traffic is to keep well clear while vessels are getting into position. The barges will be held in position and will not be anchored. The barges will return to either the OBJ or Town Camber dependent upon traffic at approximately 2230. QHM will control and authorise any movements of the barges on VHF Channel 11.

6. Mariners are advised to remain clear of this activity and be aware of the impact of pyrotechnics on their night vision and hearing. A broadcast will be made by QHM on VHF Channel 11 advising mariners of the harbour closure and opening times, prior to and on completion of the event.

7. Cancel this Local Notice to Mariners 9 June 2019.
