KHM Clyde / Safety and regulations / regulations

Speed limits

All water users must comply with the Regulations contained in the Clyde Dockyard Port of Gareloch and Loch Long Order 2011 and the International Regulations for Preventing Collisions at Sea (Rules of Road). Many incidents and near misses are a result of excessive speed or failing to keep a good lookout.

KHM Clyde will:

  • Maintain an effective Marine Safety and Environmental Management System based on continuing, formalised assessment.
  • Regularly review the effectiveness of Directions in respect of navigational safety.
  • Provide an appropriate level of Admiralty Pilotage Service to MOD vessels.
  • Verify the fitness for purpose of vessels employed by the KHM.
  • Ensure PEC holders are conversant with local-rules, regulations, and procedures.
  • Ensure regular hydrographic surveys are conducted where appropriate and publicise the results.
  • Notify and mark, or as appropriate, remove sunken vessels and other obstructions that are a hazard to safe navigation.
  • Provide effective management and co-ordination of responses to emergencies within port limits.
  • Monitor the navigational safety of all organised marine events and works within the Dockyard Port’s limits.
  • Consult with port users and other stakeholders in respect to navigational safety issues and proposed changes.

Within the limits of the Rhu Narrows Restricted Channel; the Faslane Restricted Area; the Coulport Restricted Area and the Coulport Fishing Exclusion Zone, the speed of any vessel shall not exceed seven knots through the water unless a speed in excess of 7 knots is essential for the safety of navigation.

Elsewhere within the dockyard port, no vessel shall exceed 12 knots through the water.

Mariners are advised that in the interests of marine safety, engine kill cords should be worn, as appropriate, by the coxswain of small RHIBs and workboats.
