KHM's powers derive from the Dockyard Ports Regulations Act of 1865, which covers general powers for all KHM's in Dockyard Ports, and the Clyde Dockyard Port of Gareloch and Loch Long Order 2011. Other existing legislation relating to the Clyde Dockyard Port are the Faslane, Coulport and Rhu Narrows Byelaws (1986) and the Rhu Narrows Byelaws (1992).

Use of Drones
HMNB Clyde is covered by CAA recognised No Fly Zone P611 which forbids the transiting of non-authorised aircraft. Clyde Dockyard Port and MoD land surrounding HMNB Clyde (Faslane & Coulport) are also covered by a Drone No Fly Zone.
