1. NOTICE IS HEREBY GIVEN jointly by the King’s Harbour Master Portsmouth and Portsmouth International Port’s Harbour Master that the Department for Transport has issued sanctions against vessels including commercial, fishing and leisure vessels, that are owned, operated, managed, or connected with Russian companies. 

2. With immediate effect, The Russia (Sanctions) (EU Exit) Regulations 2022 (inclusive of all amendments and updates issued after this date) shall be fully complied with by Portsmouth International Port, 3rd party Terminal Operators and Marinas within the Dockyard Port of Portsmouth and Portsmouth International Port areas.

3. The Regulations prohibit Russian ships, and other ships specified by the Secretary of State, from entering ports in the United Kingdom. Vessels and Agents are required to declare any vessels that fall under the definitions given by the Secretary of State, or that are suspected of being sanctioned vessels, to the Harbour Authority. Russian ships are defined as a ship:

• owned, controlled, chartered or operated by a designated person (as detailed in sanctions list)
• owned, controlled, chartered or operated by persons connected with Russia
• registered in Russia, or
• flying the flag of Russia.

5. Agents for Vessels approaching Portsmouth should declare any Russian interests in advance to [email protected] copied to KHM at [email protected].

6. Portsmouth LNTM 18/23 is hereby superseded.
