3. These details are required if employing passenger transfer vessels, pilot transfers or tugs when passing lines between vessels, or if a visit by a Ships’ Manager is required.

4. QHM Clyde has taken steps to ensure Admiralty Pilots are healthy before boarding any vessel. There is also a need to ensure ships are safe environments for them. To mitigate the threat of COVID-19 transmission, the following specific measures are to be taken prior to pilot embarkation:

a. Within the one hour prior to boarding, wipe down the whole bridge with a suitable disinfectant solution (including instruments, chairs, helm, handrails, consoles, telegraphs, windows, chart table etc).

b. Irrespective of whether a vessel has any suspected Covid-19 cases, bridge/wheelhouse manning numbers should be reduced to minimum safe levels and Admiralty Pilots will ask to be escorted via the upper deck and clear of any gatherings of crew wherever possible.

c. Do not shake hands.

d. Any crew members entering the bridge, or who may come in contact with the Pilot, should sanitize their hands regularly by washing or using sanitizer gel.

5. During the embarkation and disembarkation of pilots the following guidance should be followed where reasonably practicable:

a. The smallest number of people from the Ships Company and Port Authority should be involved in the serial.

b. The Port Authority should be asked to confirm that the pilot is free of COVID-19 symptoms, is not clinically vulnerable, and has not had recent contact with anyone displaying symptoms before boarding.

c. The ship should also confirm that those involved in the serial are free from COVID-19 symptoms, are not clinically vulnerable, and have not had recent contact with anyone displaying symptoms prior to the pilot’s embarkation.

d. The route from the embarkation point to the bridge, and back from the bridge to the disembarkation point, should be external to the ship.

e. 2m social distancing, and appropriate personal hygiene measures and cleaning routines, should be maintained at all times.

f. All unnecessary personnel should be removed from the bridge or any other areas occupied by the Pilot.

g. Face-to-face contact with the pilots should be avoided.

h. All on the bridge, including the pilot, should wear face coverings throughout the serial, unless that hinders the passing of clear instructions.

i. The bridge should remain well ventilated by the opening of external hatches and windows.

6. In extremis, if a seriously ill crew-member had to be taken off a vessel, arrangements are available for Faslane based medical staff to meet the person at the point of disembarkation either to shore or to a transfer vessel to escort them to a place of medical treatment.

7. The measures for countering the spread of COVID-19 are continuously under revision by UK and Scottish Governments and vessels should wherever possible monitor national advice.

8. This General Direction will be reviewed by 10 Jan 22
