Queen's Harbour Master Clyde

Covid - 19 Additional Precautions

A.         Clyde Dockyard Port of Gareloch and Loch Long Order 2011 (SI No. 1680)

1.         Mariners are advised that the Queen’s Harbour Master (QHM) Clyde has made the following General Direction under the Clyde Dockyard Port of Gareloch and Loch Long Order 2011.

2.        Any vessel arriving or departing from The Clyde Dockyard Port (including for the purposes of this Direction, OFDs Striven or Campbeltown), and with any suspected Covid-19 cases onboard are to notify QHM on +44 1436 674321 x 3555 as soon as possible. Further detail regarding containment already in place and special precautions for Pilot Boarding will be required by signal or email.

3.         These details are also required if employing tugs and passing lines between vessels, or if a visit by a Ships’ Manager is required.

4.         QHM Clyde has taken steps to ensure Admiralty Pilots are healthy before boarding any vessel. There is also a need to ensure ships are safe environments for them.  To mitigate the threat of COVID-19 transmission, the following specific measures are to be taken prior to pilot embarkation:

Within the one hour prior to boarding, wipe down the whole bridge with a suitable disinfectant solution (including instruments, chairs, helm, handrails, consoles, telegraphs, windows, chart table etc).

Irrespective of whether a vessel has any suspected Covid-19 cases, bridge/wheelhouse manning numbers should be reduced to minimum safe levels and Admiralty Pilots will ask to be escorted via the upper deck and clear of any gatherings of crew wherever possible.

Do not shake hands.

Any crew members entering the bridge, or who may come in contact with the Pilot, should sanitize their hands regularly by washing or using sanitizer gel.

5.         In extremis, if a seriously ill crew-member had to be taken off a vessel, arrangements are available for Faslane based medical staff to meet the person at the point of disembarkation either to shore or to a transfer vessel to escort them to a place of medical treatment.

6.         The measures for countering the spread of COVID-19 are continuously under revision by HM Government and vessels should wherever possible monitor national advice.

7.          This General Direction will be reviewed by 10 Jan 21.
