1. NOTICE IS HEREBY GIVEN jointly by the King's Harbour Master Portsmouth (KHM) and the Harbour Master Portsmouth International Port (HM PIP) that the bunkering of Liquid Natural Gas (LNG) at Portsmouth International Port (PIP) shall be conducted with due regard to the following restrictions.
2. The LNG bunkering berths are No 2 Berth and No 4 Berth with Albert Johnson Quay as contingency. No 3 Berth is not to be used as a LNG bunkering berth unless a separate risk assessment has been conducted, and approved by HM PIP and Head of Operations PIP.

3. No vessel shall bunker LNG without prior permission from the HM PIP. KHM will also receive advance information in order to provide traffic clearance into the Dockyard Port and traffic information.
OPERATION AND PASSING VESSELS
4. The International Association of Ports and Harbours (IAPH) checklist for LNG bunkering shall be completed by the supplying and receiving vessels.
5. Operations will be conducted in accordance with the supplying, receiving vessel and PIP operating documents and limits. Risk control measures, including emergency response, will be as detailed within their own risk assessments and procedures.
6. Whilst bunkering a marine safety zone (MSZ) will be established at 50m from the bunker vessel in all seaward directions. A Securité broadcast will be made by KHM on VHF Ch11 every hour, on the hour, giving details of the restriction. A vessel shall not enter the MSZ unless permission has been provided by HM PIP.
7. Vessels, of any size, which may be required to enter the marine safety zone must first contact HM PIP / Duty Pilot, callsign ‘Portsmouth Harbour Radio’ on VHF Ch 11, and obtain permission to transit the MSZ. A vessel shall not proceed until this permission has been provided.
8. During LNG bunkering operations harbour tour vessels must not enter the basin - they must keep to the west of No 2 Dolphin.
9. Vessels shall pass a LNG bunker vessel, whether engaged in the transfer of LNG or not, at a minimum safe speed and greatest safe distance, maintaining a listening watch on VHF Ch 11.
10. VTS will be kept informed of work in progress and will de-conflict movements with other marine traffic where necessary, adhering to the restrictions stated above. They can be contacted on VHF Ch 11 or by telephoning 02392 723689 for the latest information.
