TIER TWO OIL POLLUTION EXERCISE - 6 OCTOBER 2022

1. NOTICE IS HEREBY GIVEN by the King’s Harbour Master Portsmouth that a Tier Two oil pollution exercise will take place between two locations on 6 October 2022. Location one will be Fountain Lake Jetty berth number 4 (FLJ 4) and second location being the RN Sailing Centre Slipway Whale Island. If the weather prevents the use of the RN Sailing Centre Slipway an alternative location of 2 basin berth 3 will be used.

2. The exercise will simulate a loss of containment during a vessel bunkering operation involving the SD Victoria alongside FLJ 4. As a result of a hose failure 10,000lts of marine diesel will spill into the sea.

3. The exercise will commence at 0830 and complete around 1230 Local Time.

4. The initial spill will surround the SD Victoria on FLJ 4 then migrate across the channel and wash ashore by the RN Sailing Center slipway whale island.   

5. The exercise will involve several small craft; a skimmer and a Harbour Tug operating in the area to deploy Booms and simulate the use of vessel wash to aid natural dispersal.

6. Two booms will be deployed. One around the SD Victoria on FLJ4 and one from the RN Sailing Center Slipway in a South Westerly directions for around 50 metres.

7. An Oil recovery Skimmer will be deployed, and recovered, from the RN Sailing Centre Slipway.

8. All craft involved will be listening on VHF Channel 71 during operations. 

9. Mariners are asked to use appropriate speed to reduce wash as much as possible and allow sufficient distance when passing through the exercise area.

10. Cancel this LNTM 7 October 2022.
