King's Harbour Master Clyde

DIRECTION No 09/21

1. Mariners are advised that the Queens Harbour Master Clyde has made the following General Direction under the Clyde Dockyard Port Order 2011. 

2.In order that oil pollution may be effectively dealt with, mariners, occupants of recreational craft and other persons sighting patches of oil or fuel in the water in the Dockyard Port of Clyde (Gareloch, Loch Long, and Loch Goil) are directed to report the sighting giving position, extent, description (e.g. sheen, rainbow, metallic etc) and the direction of movement if possible.

3.   Reports may be made as follows:

a. Queens Harbour Master Clyde (QHM) (call sign “QHM”) VHF Channel 73, telephone 01436 674321 ext 3555/4005.

b. Clydeport Estuary Control (call sign “Estuary Control”) VHF Channel 12, telephone 01475 726221.

c. In the case of occupants of recreational craft or other persons, to HM Coastguard Belfast (call sign “Belfast Coastguard”) VHF Channel 16, telephone 02891 463933.

4. Under Marine Scotland instructions it is a statutory requirement in UK waters to obtain specific approval from Marine Scotland for any use of oil treatment products (dispersants) in water depth of less than 20 metres or within one nautical mile of any such area.  This instruction in general, precludes the use of oil treatment products throughout the Dockyard Port of Clyde.

5. Should it be considered by QHM that the use of oil treatment products will be required, as the Harbour Authority QHM will seek approval form MMO.  No oil treatment products are to be used until specific approval is given and QHM issues specific instructions for their use.   

6. This General Direction will be reviewed by 10 Jan 22.
