The Navy Command Headquarters is the base of the Commander-in-Chief Fleet, his deputy, and the Second Sea Lord. Based at Whale Island, Portsmouth, it includes the Command Centre in Northwood, and also has support staff in Portsmouth Naval Base.

Its three main roles are to generate forces, to plan for the future, and to manage the department in accordance with legislation and the requirements of the MOD.
Force generation includes meeting the required missions and providing all aspects of manpower, equipment, training and sustainability.
Fleet Battle Staff The Fleet Battle Staff is one of the world's most advanced military planning departments, capable of commanding large multinational naval and marine task groups anywhere in the world.
Based in two headquarters in Portsmouth and Plymouth, the operational commanders and their staffs design the maritime aspect of every operational plan.
Maritime Warfare Centre The Maritime Warfare Centre provides the focus for Operational Knowledge Exploitation – the requirement to observe and process front line operational experiences as quickly as possible so as to improve our fighting power and learn lessons from previous operations.
FOST HQ FOST has overall responsibility for naval training and maintaining standards from the initial training of recruits through to whole-ship training ready for operations.
