Surgeon Vice Admiral Phillip Raffaelli joined the Navy as a Medical Cadet in 1976. Graduating from Edinburgh University in 1979 he joined the Submarine Service and was the Medical Officer for HMS Renown. He started vocational training in General Practice at the Royal Naval Hospital Haslar, attaining Membership of the Royal College of General Practitioners in 1984. While Senior Medical Officer (Submarine Medicine) at the Institute of Naval Medicine he was awarded the Membership of the Faculty of Occupational Medicine and accredited as a Consultant in 1989.
He joined HMS Neptune as the Principal Medical Officer in 1990, and then was the Naval Medical Officer of Health in Portsmouth before being appointed as the Submarine Flotilla Medical Officer as an Acting Surgeon Captain in 1994. He attended the Joint Service Defence College in 1995 and was awarded the Best Student prize. He was appointed Director of Health (Navy) in March 1999, then attended the Royal College of Defence Studies in 2003 before being promoted to Surgeon Commodore.
Promoted Surgeon Rear Admiral in 2004, he subsequently became Director General Strategic Change & Inspector General in January 2008. In 2007 he was also appointed as Medical Director General (Naval) as head of the RN Medical Service until the appointment as Surgeon General.
He was appointed as Honorary Physician to the Queen in 2005 and is also a Governor of the London School of Hygiene and Tropical Medicine and was recently awarded the Fellowship of the Royal College of Physicians as well as being appointed Governor of the University Hospital Birmingham Foundation Trust. He assumed the role of Surgeon General in 2009 in the rank of Surgeon Vice Admiral.
