Surgeon Vice Admiral Phillip Raffaelli joined the Navy in 1976 and after BRNC joined the submarine service. He attended the Royal College of Defence Studies in 1993 and was appointed Director of Health in 1999. Promoted Rear Admiral in 2004 he was appointed Surgeon General in 2009.

The Medical departments consist of Medical Operational Capability, Medical Healthcare, Medical Assurance, Naval Nursing Services, Medical Support, and the Institute of Naval Medicine.
