At the highest level, the Ministry of Defence is the headquarters for the Royal Navy. All major issues of policy are referred to the Secretary of State or to the appropriate Minister.
Organisation
Admiralty Board: The Admiralty Board is responsible for policy and decision making on behalf of the Naval Service. It meets twice a year and is chaired by the Secretary of State.
Chiefs of Staff Committee: This committee represents all three Services. The First Sea Lord represents the Naval Service to advise the Chief of Defence Staff on maritime strategy and policy.
